Hamilton city officials are responding to a series of fraud and cybercrime incidents that have exposed vulnerabilities in municipal financial systems and resulted in significant financial losses.
Email Fraud Schemes Target City Funds
Two separate incidents in 2025 saw fraudsters use business email compromise tactics to redirect municipal funds into fraudulent accounts. In one case, $274,000 was lost when city staff were tricked into approving payments that appeared legitimate. (The Public Record, May 2025)
In a second, larger scheme, a man from Surrey, British Columbia, was charged after investigators traced $550,000 stolen from city accounts to fake vendor invoices. The suspect allegedly impersonated approved contractors, making it appear that payments were legitimate. About $130,000 remained unrecovered as of mid‑2025. (CP24 Hamilton, July 2025)
City Response and Auditor Recommendations
Following the incidents, Hamilton’s Office of the Auditor General released its 2025 Fraud and Waste Annual Report, documenting 148 reports of potential fraud or misuse of city resources, many involving conflicts of interest and procedural lapses. The report included recommendations to strengthen internal controls, employee training, and vendor verification procedures. (City of Hamilton, 2025 Fraud Report)
City officials emphasized that no elected councillors were implicated, and the incidents involved staff-level operational oversight gaps, which are now being addressed.
Impact on Public Trust and Municipal Operations
While all losses are being actively investigated and partially recovered, the events highlight the vulnerabilities municipalities face in handling digital payments and contractor relations. Analysts warn that other mid-size Canadian cities could face similar risks if strong auditing and verification protocols are not maintained.
Mayor Andrea Horwath stated, “These incidents are a reminder that municipal finance systems must constantly adapt to modern threats. We are committed to transparency, full accountability, and ensuring taxpayers’ money is protected.”
